As is becoming the norm most meaningful statements appear just before the nation goes on holiday.
BIS are suggesting that a single operator using 2x5Mhtz of sub 1Ghtz spectrum will have responsibility to deliver an unspecified Mobile Broadband experience to rural areas.

FTF would say no Next Generation Mobile Broadband experience can be created using that little spectrum. FTF would expect all sub 1Mhtz spectrum holders will need to co-operate and use 2x30Mhtz of their spectrum holdings to create the coverage and speed needed to meet the objectives set out in the Digital Britain programme for rural Britain.
